Ruby Ranch Community Update | October 16 & 22 Board Meeting Recap

Dear Ruby Ranch Community,

The Willow Brook Metropolitan District Board of Directors met on October 16 and October 22, 2026. Below is a summary of key Board actions, discussions, and ongoing District matters.

2027 Proposed Budget

The Board reviewed the preliminary 2027 budget as a starting point for further discussion. No action was taken to adopt the budget. Discussion included Road Paving Fund debt and potential mill-levy adjustments, water-system repairs and reserves, and stewardship and wildfire-planning costs.

The District is working to schedule a dedicated budget work session before Thanksgiving. Meeting details will be provided once confirmed. The budget will be formally adopted at a meeting tentatively scheduled for December 11.

Financial Matters

The Board accepted the September financial statements and approved October payables totaling $36,516.50. Approval of the August 21 meeting minutes was postponed to allow additional Director review.

Water and Ranch Operations

The Emerald Booster Station piping repair has been completed. All water-system curb stops have been located and mapped, although six valves require additional work. Affected homeowners will be notified before work at those locations. Well 3R testing and monitoring of water-system equipment are continuing.

The Board also received updates on haying activities and winter snow-removal preparations.

Stewardship and Wildfire Planning

The District continues work on a more detailed, Willow Brook-specific wildfire planning effort, including potential additional fire-risk and evacuation mapping and public engagement. Proposed mapping costs remain under consideration as part of the budget process.

At its October 16 meeting, the Board also conditionally approved adoption of the Summit County Hazard Mitigation Plan, subject to a Director completing his review and providing written confirmation.

October 22 Special Meeting – Hazard Mitigation Plan

The Board held a Special Meeting on Thursday, October 22, 2026, at 8:00 PM to further discuss adoption of the Summit County 2026 Hazard Mitigation Plan and provide all Board Members an opportunity to address outstanding questions.

Following completion of the requested review and receipt of written consent on October 21, the Board voted to affirm its previous action, confirming the District's adoption of the Plan.

The Board clarified that adoption sets the District up for eligibility to secure federally-funded, state-administered hazard mitigation grants but does not commit the District to any specific projects or expenditures. Any future projects or funding requests would require separate Board consideration and approval.

The Board also discussed proposed corrections to the District-specific portion of the Plan, known as Annex K, which may be addressed during future Plan updates.

Community Communications

The Board discussed ways to provide residents with more timely meeting information and earlier access to working agendas and meeting materials. This recap is part of that effort. Work on owner communication practices and new-owner materials is also ongoing.

The District will provide additional information about upcoming meetings and opportunities for community participation as details are confirmed.

This recap is for general information and is not a substitute for the official meeting minutes, which remain subject to Board review and approval.
